when your operating system of windows have problem can't show volume control on the system try and display error message " Windows Volume Control program has not been installed", I thing any file corrupted in your operating system .
That file is "sndvol32.exe".
You can expand that's file (sndvol32.exe) from your original windows cd, and put it to
%windows%\system32\

expand d:\i386\sndvol32.ex_ c:\windows\system32\sndvol32.exe
where "d: " is your CD drive, and "c:\windows" is your system directory.
